Dr. Lugovsky graduated from one of the leading Medical School in Ukraine, Kiev Medical University in 1985, after which he did his post graduate specialization training in Neurosurgery at the Institute of Neurosurgery Academy of Medical Sciences of Kiev, Ukraine. He then did his Ph.D. in Endovascular Neurosurgery at the Insititute of Neurosurgery in Kiev, Ukraine.
Dr. Lugovsky practiced for 15 years in Kieve, Ukraine as a Neurosurgeon at the Institute of Neurosurgery in Department of Endovascular Neurosurgery and Department of Vascular Neurosurgery.
